
The Seventh G20 Report on Action against Marine Plastic Litter is the seventh compilation of policies and measures undertaken by countries and international organisations globally to tackle marine plastic litter, and is prepared under the leadership of South Africa, the G20 Presidency for 2025, in collaboration with the Ministry of the Environment, Japan.
Two surveys were conducted from April to June 2025: one targeting countries and another on international organisations and NGOs active in the field of the MPL issue. This report compiles the results of the survey and synthesises submissions from 20 countries (11 G20 members and nine invited countries) and nine international organisations received by the Secretariat of the Joint Drafting Team by 31 August 2025. The complete information on each country, as submitted, is also made available from Partners.
As in previous years, efforts were made to categorize reported actions to gain further insights, highlighting different policy tools and approaches employed.
Some of the key findings include:
- Policy/legal frameworks are widely established, while gaps exist in the development of standards, guidelines, etc.
- Indicators/targets are increasingly adopted, but range broadly, and monitoring efforts are uneven.
- Diverse countermeasures are implemented across the value chain, while gaps remain for upstream interventions.
- Improving the recycling system, including how products are designed, produced, used, and collected, as well as strengthening data collection (both general waste and plastics in the economy and the environment), are among the most frequently reported challenges faced by countries.
- International cooperation on MPL is diverse but fragmented.
An updated edition of the report is expected at a later date, incorporating additional countries which are currently not included in the present report.
